Most criminal court records in Tioga County are public. New York law says court records are open to the public unless a judge seals them or a statute says otherwise. Under Judiciary Law Section 255, the clerk of the court must let people see and copy court records.

Some records do get sealed. Under CPL 160.50, when a criminal case ends in a dismissal or acquittal, the record is sealed. This means the public can no longer see it. The person who was charged can ask for a copy, but most others cannot. CPL 160.55 covers cases where someone is convicted of a violation or traffic infraction after being charged with a crime. Those records get sealed too, with some limits.

CPL 160.58 lets a court seal certain drug crime convictions if the person finishes a treatment program. CPL 160.59 allows sealing of up to two convictions in some cases, as long as no more than one is a felony. The person must wait ten years from the end of their sentence before they can apply.
